Separate database resource lines

Cloud SQL estimates include instance vCPU and memory time, storage, backups, and network. Google documents separate high-availability prices and notes that read replicas are charged at standalone rates. SQL Server can add a license component.

A hypothetical 4-vCPU, 16-GiB instance for 730 hours has 2,920 vCPU-hours and 11,680 GiB-hours. Add storage GiB-months, backup storage, replicas, HA configuration, and outbound data by destination. Apply selected regional prices separately; no single instance rate includes every component.
